Cats love tearing up and down stairs depending on their breed, age, and energy level. It keeps them fit as this is an excellent exercise for the pets. Cats also adore the vertical benefit of the steps, particularly if they can see from below to the top.
The mysterious cat in the picture is trying to hide in relatively open places and all on the stairs. Perhaps the little soul is thoroughly in love with the wood planks, but the owner should let them hide there as stairs are a source to prolong the life of their pets by stimulating them physically.
